That's a nice touch. It makes for an interesting conundrum, if no one is Concordance at the start of the scenario, then how does anyone trigger the option to actually active the Faction Mission portion of the briefing? I understand as a GM how I could do it, but is it legal? I would assume so, for purposes of promoting the new faction.
