Game Day August 19th

I have a couple level 2 characters. I'm reading that the 'evergreen' scenarios can be replayed with an infinite number of level 1 characters, but only once with a level 2 character.

1. Is this the right & current ruling?
2. Would you recommend I start another Level 1 character or improve a Level 2 character I have?
